Foreigners and stateless persons who wish to stay legally in the territory of Ukraine shall ensure that they receive identification documents. Such documents are biometric temporary or permanent residence permits, as well as documents issued for the refugees and persons in need of subsidiary protection. It should be noted that the procedure for documentation of these persons includes: scanning of fingerprints, taking pictures and recording of a person’s digital signature.
We would like to inform you that recently Ukraine has introduced new standards of photographing for documents, that identify a person, confirm Ukrainian citizenship or his/her special status.
From now on, for the specified category of persons, it is also allowed to take pictures on documents in the headgear, but only if the person wears it in everyday life in accordance with religious beliefs. It is also possible to take pictures in hats, artificial objects and materials for medical conditions, which are confirmed by conclusion of the respective healthcare institution
At the same time, the abovementioned headgears should be align with certain standards and should not change the shape of certain parts of the face (forehead, cheekbones, cheeks, chin, eyes), cover the face and chin, pass on hairline, cover ears and neck.
It is important to stress out that current Ukrainian photo standards fully comply with the general international standards of identification of person and ICAO’s recommendations Doc 9303.
