The State Migration Service of Ukraine (SMS) is a central executive agency falling under the steering and coordination of the Cabinet of Ministers of Ukraine through the Minister of Internal Affairs. SMS implements national policy in such areas as migration (immigration and emigration), including combating irregular (illegal) migration, citizenship, registration of individuals, refugees and other categories of migrants defined in law.
SMS performance is guided by the Constitution and laws of Ukraine, Decrees of the President of Ukraine, Resolutions of the Verkhovna Rada adopted in accordance with the Constitution and laws of Ukraine, acts of the Cabinet of Ministers of Ukraine and other legislative instruments.
SMS core tasks are as follows:
- to implement national policy in areas such as migration (immigration and emigration), including combating irregular (illegal) migration, citizenship, registration of individuals, refugees and other categories of migrants defined in law;
- to present proposals to the Minister of Internal Affairs regarding formulation of national policy in areas such as migration (immigration and emigration), including combating irregular (illegal) migration, citizenship, registration of individuals, refugees and other categories of migrants defined in law.
